The Committee on Government Administration and Elections reported through SEN. SLOSSBERG of the 14th Dist., Chairperson of the Committee on the part of the Senate, that the bill ought to pass.
AN ACT CONCERNING THE PAYMENT OF CERTAIN COSTS FROM BOND FUNDS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Subsection (l) of section 4b-23 of the 2008 supplement to the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage):
(l) The Commissioner of Public Works shall monitor the amount of leased space being requested and the costs of all proposed and approved facility project actions and, in the case of space or facility projects for which bond funds were authorized, shall advise the Secretary of the Office of Policy and Management and the Governor when the space to be leased or the forecast costs to complete the project exceed the square footage amount or the cost levels in the approved state facility plan by ten per cent or more. Approval of the Secretary of the Office of Policy and Management, the Properties Review Board, the State Bond Commission and the Governor shall be required to continue the project.
This act shall take effect as follows and shall amend the following sections: | ||

AN ACT CONCERNING THE PAYMENT OF CERTAIN COSTS FROM BOND FUNDS.
By law, the Department of Public Works (DPW) commissioner monitors agency requests for leased space and facility projects during the interim between state facility plans (see BACKGROUND). She advises the Office of Policy and Management (OPM) secretary, State Properties Review Board (SPRB), State Bond Commission, and governor when the square footage requested or the cost of the project exceeds, by at least 10%, the square footage of, or the cost to implement, the state facility plan.
Under current law, the OPM secretary, SPRB, State Bond Commission, and governor must approve the requests before the projects continue. This bill requires their approval only when project costs will be paid with bond funds.
EFFECTIVE DATE: Upon passage
BACKGROUND
State Facility Plan
Each state agency must determine its space needs and transmit these needs annually to OPM and DPW. In even-numbered years, these agencies project their facility needs over a five-year period and submit their proposed facility plans to OPM and DPW. DPW reviews the plans for factors such as cost, space requirements, and implementation scheduling.
