Explanation

The amendment increases the Governor's statutory recision authority from 3% to 6% of the total appropriation for any fund and from 5% to 10% of the appropriation for any account, effective upon passage.

This gives the Governor greater latitude in mitigating projected state budgetary deficits before seeking legislative approval.
