Explanation

The amendment results in a significant revenue gain to the General Fund by adding a $5 fee to all infractions.

It also results in a $1.3 million revenue loss to the Special Transportation Fund associated with repealing the application fee for photo identification cards.

It makes other changes that do not have a fiscal impact.
