AN ACT CONCERNING EXPANSION OF SHELTER SERVICES FOR VICTIMS OF HOUSEHOLD ABUSE AND AN APPROPRIATION FOR LEGAL SERVICES PROGRAMS FOR INDIGENT PERSONS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Section 17b-850 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2008):
(a) The Department of Social Services shall establish a program for shelter services for victims of household abuse and may contract with any nonprofit organization to provide such services in the locality served by such nonprofit organization. The program [may] shall include, but need not be limited to, the following: (1) Rental and maintenance of a shelter facility, [;] (2) access to host homes and motels and referrals to long term shelters; (3) provision for twenty-four-hour on-site support staff; [(3)] (4) provision for emergency food and living expenses; and [(4)] (5) such social services as are deemed necessary by the Commissioner of Social Services.
(b) The Commissioner of Social Services shall adopt regulations in accordance with chapter 54 necessary to implement the purposes of this section.
Sec. 2. (Effective July 1, 2008) The sum of ____ dollars is appropriated to the Department of Social Services, from the General Fund, for the fiscal year ending June 30, 2009, for increased funds for the legal services program for indigent persons, established pursuant to section 17b-21 of the general statutes.
This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:
To expand the program for shelter services to include access to host homes and motels and referrals to long-term shelters and provide additional funding for legal services in domestic relations matters for indigent persons.
