Explanation

The amendment specifies that the Youth Policy Council will terminate on the date that the Office of Workforce Competitiveness (OWC)  submits its report or January 1,  2010,  whichever is later. This change could potentially reduce the costs associated with implementing the provisions of the bill in the out years.
