AN ACT PROVIDING RENTAL ASSISTANCE THROUGH THE DEPARTMENT OF CHILDREN AND FAMILIES FOR THE PURPOSE OF PROMOTING FAMILY REUNIFICATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective July 1, 2007) (a) The Commissioner of Children and Families shall implement and administer, within available appropriations, a program of rental assistance for low-income families that have had a child removed from their custody and placed under the care and custody of the commissioner. The commissioner may provide rental assistance under the program if the commissioner finds that the lack of adequate housing is the sole impediment to reunification of the child with the family. The commissioner shall coordinate assistance under this section with rental assistance available from other sources. Assistance under this section may be in addition to rental assistance available from other sources, except that the assistance under this section shall be reduced to the extent that the total of all such assistance exceeds the actual cost of such housing. Participants under the program shall be required to reapply for such rental assistance at least annually in accordance with the regulations adopted pursuant to subsection (c) of this section. For the purposes of this section, a low-income family is one whose income does not exceed fifty per cent of the median family income for the area of the state in which such family lives, as determined by the commissioner.
(b) Assistance may be provided for housing under the program if the housing complies with applicable state and local health, housing, building and safety codes.
(c) The commissioner shall adopt regulations, in accordance with chapter 54 of the general statutes, to implement this section. The regulations shall establish (1) criteria for determining the amount of rental assistance provided to eligible families, and (2) renewal procedures for such assistance.
This act shall take effect as follows and shall amend the following sections:
