AN ACT CONCERNING THE DEFINITION OF CHILD FOR PURPOSES OF CRIMINAL PENALTIES AND MENTAL HEALTH AND SUPPORT SERVICES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to define "youth" and "child", as they apply to criminal matters and related programs, to ensure that individuals under the age of eighteen are not subject to adult penalties and ensure adequate age-appropriate mental health and support services for youth and young adults.
Statement of Purpose:
To provide that children are not subject to adult criminal penalties until the age of eighteen and ensure adequate age-appropriate mental health and support services for youth.
